Determination of the Organizer

For the execution of procedures related to the organization and implementation of public procurements, the contracting entity designates an organizer and an official representative acting on behalf of the contracting entity in these procurements, except in cases where the contracting entity and organizer are the same entity.

Potential Violations

 The requirements of Article 8 of the Public Procurement Law concerning centralized public procurements, the organization and conduct of which should be executed by a singular procurement organizer, are not met. 

Example:

• Non-compliance of public procurements with the list of goods, works, and services as per Article 8 “Procedure for Centralized Public  Procurements” of the Law
